While there is not a custom fit trailer hitch receiver for your 1998 Blue Bird TC2000 your best option is going to be going with a universal heavy duty trailer hitch like the Draw-Tite # 41990-07 with 7" tall mounting brackets, or the # 41990-16 with 16" tall mounting brackets.
These options fit frames between 18-44" wide which should be perfect for the frame on your vehicle. You will need to have a qualified welder weld the hitch to the frame of your TC2000.

Dometic bought Atwood some time ago and has slowly been phasing all of the Atwood models out so we do have a replacement for you but not the exact same model. The Dometic RV Water Heater # DMC74FR would be the closest replacement 6 gallon water heater to your GH6-6E.

The only type of hitch I could recommend for a school bus would be a multi-fit hitch like the # 13703 that is a universal style hitch designed to fit frames that are between 22 and 72 inches apart.

There are two different ways that you can attach the four 12 volt batteries to your 1983 Blue Bird Wanderlodge. You can attach them in series or parallel. Attaching the batteries in series will increase your power output. Attaching the batteries in parallel will keep power output the same but increase the capacity. I have a solution for you but none of our leveling blocks or landing pads are going to have that high of a capacity. You will want to use the Buyers Products Rubber Outrigger Pad item # 337OP18X18R. Buyer's Products doesn't have a maximum weight capacity for their pads. If the leveling system, landing outrigger, or jack fits on the 18" x 18" pad it can handle that amount of weight is how they are designed.

In order to install a 7-way with 4-way trailer connector on a bus with separate stop and turn signals you'll first need a 4-way with powered module, the Upgraded Circuit Protected Tail Light Converter Hardwire Kit part # 119178KIT is what I recommend. Sounds like you are trying to wire a brake controller to your 1983 Bluebird Wanderlodge RV. The problem is that back in the 80's (and even the 90's), there weren't brake controller install ports like there are now to make installing a brake controller super simple and quick.

For your 2000 Bluebird All American TC Series Bus I recommend Curt Class 5 Universal Weld-on Hitch w/ Brackets - 2-1/2" Receiver - 62" Wide Item # C59CR. With this being a universal weld on hitch the brackets can be moved to fit a wide variety of different frame widths. We don't have anything confirmed to fit on a Bluebird B7 chassis, but you can likely make a universal hitch like the Adjustable Width Trailer Hitch Receiver for RVs, 22" to 72" Wide # 13703 work. This has an adjustable width so it can be used on frames between 22" and 72" apart and works on box frame, C-channel frame, or I-beam frames. If your Bluebird chassis has a frame like that with the side stanchions that distance apart then you can use the # 13703 on your schoolie RV.
